Welcome to Canonsburg, America’s small town Music Capital
Canonsburg Pennsylvania - a town of 8,600 residents - has had more charted singles than any other small town in the world. To date, that includes an astounding 192 songs! Of those songs, 141 were recorded by Perry Como, 44 by Bobby Vinton and seven by the Four Coins.
Fifteen singles went all to the way to No. 1 - "Til the End of Time," "Prisoner of Love," "Surrender," "Chi-Baba,
Chi Baba," "Some Enchanted Evening," "If," "Don't Let The Stars Get In Your Eyes," "Wanted," "Hot Diggity," "Round and Round" and "Catch a Falling Star" by Perry Como and "Roses are Red," "Blue Velvet," "There I've Said It Again" and "Mr. Lonely" by Bobby Vinton.
In addition, the Canonsburg group, The Cynics, have had seven albums released and more recently, Jason Walker has had five top 10 hits on the dance charts, including two that went to No. 1 in Billboard Magazine -
"Foolish Mind Games" and "Set It Free.". And there have been several artists from Canonsburg that have produced regional hits, such as The Four Townsmen, Bobby Shawn and the late Chuck Edwards.

Italian Festival canceled

The Italian Festival originally scheduled for Sunday, August 15 at Town Park has been scheduled. Concerts in the Parks Chairman A.J. Williams said he is working to reschedule a performance by No Bad Juju for that date. The band was to perform at Town Park last weekend, but the show was postponed because of rain. Please check back to this website for confirmation.

 

Community Day details announced

Canonsburg’s fifth annual Community Day will be at Town Park Pool Friday, August 6 from noon to 6 p.m. Sponsored by Lum’s Electric, the day will feature a disc jockey, performances by the Texas Roadhouse Line Dancers and other entertainment. More than 300 prizes will be given away, including Pittsburgh Penguin souvenirs, Pittsburgh Pirate tickets, Bobby Vinton plush bears, Sam’s Pizza coupons and 2011 pool passes. Pool admission is free for children 12 and under. Local businesses have been invited to set up in tents just outside the pool. For more information, call (724) 745-1800 ext. 14

 

Parks and Recreation Board meets Tuesday

The Canonsburg Parks and Recreation Board will meet Tuesday at 7 p.m. in borough council chambers.

 

“Lady & the Tramps” at Town Park Pool Wednesday

Popular Pittsburgh group “Lady & The Tramps,” which performs ‘70s and ‘80s soul, will perform at the “Summer Nights” series at Town Park Wednesday. Hours are 7 to 9:30 p.m. Admission for the evening swim is $3, or free for season pass holders. The concession stand will be open: The schedule:

Landlords MUST report tenants

Canonsburg Code Enforcement Officer John Elzer reminds landlords that they are required to provide a list of tenants to the borough before March 31 and again before September 30 of each year.

According to borough code, “any person owning any property that is rented to one or more persons for residential purposes who willfully or negligently fails to submit tenant lists as required shall be liable for various penalties.”

Reporting forms are available at the borough office or by calling (724) 745-1800 ext.12.

 

‘Collector edition’ newsletter available

The latest Canonsburg newsletter – at 40 pages, the largest in its history – is still available. The newsletter features articles on Bobby Vinton, the Town Park Pool 75th Anniversary celebration and, of course, the 4th of July parade.

Copies are available at the borough office, Main Street office, Chamber of Commerce and Russo’s Sunoco.

 

Warning to owners of vacant structures

Code Enforcement Officer John Elzer is warning owners of vacant structures that they must be up to code or demolition proceedings will commence. These structures are unsightly and unsafe as homes or garages. Residents wishing to have neighboring vacant structures demolished are encouraged to call Mr. Elzer at (724) 745-1800.

Vietnam vets to be honored

State Reps. Tim Solobay and Jesse White  will be honoring local Vietnam War veterans at a ceremony Thursday, August 12 at 5:30 p.m. at Canon-McMillan High School. Medals and citations will be presented, with refreshments to follow. Veterans or family members of deceased veterans must pre-register by calling Rep. Solobay’s office at (724) 223-2114.

 

Pike Street residents part of Phase II Survey

In preparation for Phase II of the downtown renovation project, Wilbur Smith Engineers and Canonsburg Code Enforcement will be visiting all residents and businesses on Pike Street from Jefferson Avenue to Iron Street. Phase II includes burying utility lines, and it is necessary to first assess the cost of re-connecting electric to all structures in the area. Canonsburg Code will carry borough identity for the visits. All those affected have been sent letters.

 

Pool prices reduced

As a reminder, Town Park Pool passes for the 2010 season have been reduced because of the delayed opening. The new prices are $30 for children (12 and under) and seniors (65 and older) and $45 for adults. Family passes have also been reduced.

The pool will extend its daily season through August 29, and be open Labor Day weekend as well. Also, night swims have been added every Wednesday from 7 to 9 p.m. Hazlett said that, should lifeguards be available, the pool may also be open weekends in early September.

No Bad JuJu at Park Sunday

Hot on the heels of hit shows by the Four Townsmen July 18 and American Pie July 21, America’s Small-Town Music Capital – that’s Canonsburg – will present No Bad JuJu at the Town Park Stage Sunday, July 25. Showtime is 6 p.m.

Bring a blanket or lawn chair and enjoy the performance. It’s one of dozens of events being presented in the borough this summer.  Next up is Blind Date, a classic rock/country band at Town Park Pool July 28 at 7 p.m.  Here’s the complete schedule:

Residents cited

Canonsburg Code Enforcement has issued citations for an unkempt structure at 135 East Pitt Street and a citation for trash (old auto parts) at 207 Munnell.

Census shows Canonsburg growth

The just-released U.S. Census Bureau 2009 estimates indicate that Canonsburg population has increased for the second consecutive year. The bureau sets the population at 8,721, up from 8,714 in 2008. Washington county was one of just two counties in southwest Pennsylvania (Butler was the other) to show population increases. Here are the numbers from the past decade:

Free bus service to malls, casino planned

It’s still unofficial, but we’ve heard that beginning mid-September, seniors in Canonsburg will be offered free bus service to various locations in the county.

Included among those locations are the Meadows Casino, Canonsburg Shop ‘N Save, Strabane Square (Target, Giant Eagle), Trinity Point (Wal-Mart) and Donaldson’s Crossroads Giant Eagle. Downtown stops would be at Canon House, Canon Apartments, Valley View Terrace and Gas N Go.

There would be up to nine pick-up times a day between 6:30 a.m. to 5 p.m.

The rides would be free for seniors, and $1.50 for others.

Main Street Program honored

Our Town Cooperative, Canonsburg’s Main Street program, has been recognized with the 2010 award for Promotions and Marketing. The award was given for its “Art Lives…in Canonsburg” initiative. Our Town Cooperative, Inc. (OTC) also has been accredited as a 2010 National Main Street Program for meeting the commercial district revitalization performance standards set by the National Trust Main Street Center.

Council reverses itself on garbage policy

One month ago, a policy to move all garbage collection to the street passed by a 5-4 vote, but in a stunning reversal, council voted 8-0 last night to rescind the action. (Council President Joe Milioto was absent). After a flurry of protest letters and phone calls to council, as well as a standing-room only crowd voicing its displeasure at last Monday’s agenda meeting, council got the message. Two councilmen who initially supported the policy, George Coleman and Mike Kazmarsky, made the motion and second, respectively, to rescind the action. There was no discussion on the matter, just a quick voice vote.

Another front-burner item, a new vacant structure registration ordinance, was presented for passage, then delayed until August on the recommendation of Solicitor Patrick D’errico, who said he wanted to fine-tune regulations should any resident challenge the annual registration of vacant properties, which would be $500 once the structure was vacant for 120 consecutive days.

Before the official voting meeting, council held a 15-minute public hearing on rezoning 249 East College Street, as well as 203 and 207 Adams Avenue, from R-3 to C-3. A few residents expressed concern about parking, traffic and lighting, but Vice President Rich Russo said those issues would all be addressed when the eventual use for the rezoned property – an eating establishment – was presented before the planning commission. The rezoning proposal passed unanimously.

Other residents in the College Street area asked council about progress in determining the legality of “three-quarter” houses. Russo suggested, and council agreed, to form a committee that would produce a formal recommendation to council. Councilman A.J. Williams offered to chair the group.

Council also:

  • Affirmed that Vista Alley was a borough street
  • Approved the use of the Luksis Lot by Mt. Olive Baptist Church on August 7
  • Permitted Canonsburg Police Department to participate in the Washington Region SWAT team at a cost of $2,250

 

 

Kennywood Day tickets available today

Yay, Kennywood! The 76th annual Greater Canonsburg-Canon-McMillan Community Day Picnic will be at Kennywood Park Wednesday, July 21. Sponsored by the Canonsburg Volunteer Fire Department, there will be more than $400 in prizes awarded. Tickets are available at the fire department  beginning today for $23 (value $35.99) and $13 for those 55 and older (value $17.49). Hours are 9 a.m. to 9 p.m. Monday and Tuesday and 9 a.m. to noon Wednesday. Buses to and from the park will also be available for $13 round trip. The first bus leaves at 9:30 a.m. with the last bus leaving at noon. Return buses begin at 7:30 p.m. and end at 10:30 p.m.

Borough, tax offices closed Wednesday

Canonsburg Borough and the Borough Tax Office will be closed Wednesday, July 21 for Canonsburg Community Day.

 

Delinquent on garbage bills? Better pay now

Canonsburg Borough is aggressively seeking payment on delinquent bills for garbage collection. Borough Manager Terry Hazlett said letters were sent to the most serious offenders, and those who did not settle their account were turned over to the magistrate for collection.

Canonsburg Borough assumed responsibility for garbage bill collection for Waste Management to assure that all garbage and recyclables are picked up by the company.

Knee, hip surgery

Canonsburg Hospital’s Mutschler Center is sponsoring free informational sessions to answer questions regarding knee and hip replacement surgery. Classes will be the first Wednesday of every month at 2 p.m. and repeated the third Wednesday of every month at 6:30 p.m. and the second Saturday of every month at 11 a.m. through December. Center

Anniversary party a swimming success

Lines began forming for Town Park Pool’s 75th Anniversary an hour before it opened, and crowds kept coming until just before it closed. An estimated 1,800 people attended the bash, sponsored by the Canonsburg Parks and Recreation Board, that included the original admission price of 25 cents. And everyone certainly got their quarter’s worth. Attractions included a magician, juggler, clown, palm reader and disc jockey, not to mention dozens of people who had volunteered or been employed at the pool over the years.

By 2:30 p.m., the crowd was so large that new arrivals could not enter until an equal number of people left. While 1,800 people is probably not a record, it is believed to be the largest crowd at the pool since the fence was installed and the concession stand added – both of which reduced the size of available sunbathing place. Thankfully, because of the heat, much of the crowd was content to be in the pool, where tube races and beach ball challenges were being held. The largest documented attendance in recent history was more than 1,950 people who attended on two days in 1966.

Town Park to celebrate pool’s 75th anniversary Sunday

It’ll be a party to end all parties – and it will cost you just 25 cents to attend. That’s the original price of admission to Town Park pool, and it will return for one day – Sunday, July 18 – as the pool marks its 75th anniversary.

Attractions include a disc jockey, clown, juggler, face painter and fortune teller at the pool, which will be open noon to 6 p.m. At 6 p.m., there will be a free performance by the area’s premier oldies band, The Four Townsmen, at the concert stage.

A commemorative booklet featuring dozens of photos of the pool over the years  is now available for $5 at the borough building and at Shop N Save.

Clarification

Canonsburg Borough Council Investigation into moving garbage collection from alleys to the streets began in June 2005. Council has discussed the issue for several years, and Waste Management was involved in those discussions. Several communities were also contacted to see how similar adjustments in garbage collection were handled in their municipalities.

 

 

Car towed, other owners cited

Canonsburg Code enforcement has towed a vehicle from the 600 block of Euclid Avenue for failure to comply to regulations regarding registration.

Code also issued citations for four vehicles  at 325 Black Alley for expired inspections and/or registrations.

 

 

Canon-Mac announces scholarships

The Community Scholarship Foundation of Canon-McMillan Dollars for Scholars has awarded scholarships to eighty-one. Residents: new policy is “garbage”!

Several dozen residents packed Canonsburg Council Chambers Monday to voice their displeasure with a new policy requiring garbage containers to be taken to the borough’s main arteries for pickup.

As it turned out, they could have stayed home.

George Coleman and Mike Kazmarski, two councilmen who had been inundated with telephone calls after the passage of the policy June 14, had already decided to ask council to reverse the decision. Both councilmen had voted for the policy last month.

The policy had been in the works since June 2005, when investigation began on other communities that had adopted street-only pickup. The intent was to keep garbage trucks on main arteries, which are constructed of more durable materials than alleys, which are often damaged by the trucks. Once garbage was moved to the streets, council had planned to repair alleys, then ask some residents to park there. This, in turn, would open up the streets.

Both police and fire departments, as well as the ambulance service, have expressed concern about Canonsburg’s narrow streets, particularly in the east end.

Council is expected to reverse its street pickup decision next Monday.

During the 90-minute public comment portion of the meeting, council also heard several other complaints.

Rick Evans, who does not live in the borough, said he was planning to invest in borough property until he found out about council’s proposal for vacant structure registration. The ordinance would mandate that all vacant structures be subject to a $500 registration fee after 120 days.

“What if I would go to Florida for four months,” Evans asked.

It was explained that the borough manager can waive the fee in those circumstances, or if a homeowner hasn’t sold his house in 120 days but is actively marketing it.

Councilman A.J. Williams explained that the intent was to discourage investors from buying up vacant properties in Canonsburg and doing nothing with them. “That lowers property values,” he said.

Evans was still not satisfied with the explanation and planned to meet with Councilman Rich Russo Tuesday to further discuss the issue.

Christina Hollandsworth of 344 Park Drive, asked for speed bumps on the lower road entrance to Town Park Pool. She said she was concerned about speeding near the playground and skateboard park. She was backed by Councilman Williams, who asked public works to install speed bumps as soon as possible.

Peter Lucas, of 442 Blaine Avenue, voiced concern about people parking on sidewalks in the Blaine Avenue area, and he also asked that a traffic light be considered for Bobby Vinton Boulevard.

Chuck Cerenzia of 103 Ridgeview Way, complained about 610 Spruce Street, which he said had an open pit where a garage was to built, and also had construction materials scattered about.

A resident who had been to council in the past, Cloe Savage, approached council again concerning Vista Alley, which she maintains is a borough street. During the February snowstorm, the alley was not immediately cleared, because the borough maintained it was a “paper alley.”  Savage produced documentation that said it was part of a Canonsburg plan;  Solicitor Pat Derrico, however, said that that did not necessarily mean the borough had accepted the road. Nonetheless, council asked that a motion to accept the alley be put on next week’s agenda.

Council also:

  • Recognized Canon-McMillan Track & Field Team as “Ambassadors for Canonsburg”
  • Supported having Canonsburg Police participate in a district SWAT team effort at a cost of $2,250
  • Rejected a request from developer David Stoehr to absorb the total cost for replacing stormwater lines on the Fort Pitt Bridgeworks property. Council had earlier agreed to pay 1/3 of the cost – about $15,000 – to replace the broken lines.
  • Approved the use of the borough’s Luksis Lot by Mt. Oliver Baptist Church on Aug. 7.

Misfits Theater, which had planned to stage “Skits & Giggles” at Town Park for three weekends in July, has canceled all performances. A spokesman said the company could not find the required actors to present the comedy.

Zoning change hearing July 19

A public hearing on a possible zoning change of property at West College and Adams Avenue will be held Monday, July 19 at 6:30 p.m. Council will vote on the change at its regular meeting that begins at 7 p.m. The property is scheduled to be changed from R-3 to C-3.

 

Forgivable loans available to homeowners

Canonsburg homeowners may be eligible to receive up to $23,000 in forgivable loans for home repairs.

The Washington County Home Rehabilitation Program assists low- and moderate-income homeowners. The loans are available at 0% interest with a 10-year term. The loan is secured by a mortgage and is forgiven at a rate of 10% per year as long as the owner continues to own and occupy the house.

Basic eligibility requirements are:

  • Annual household income must not exceed 80% of the median family income as determined by HUD (Household of 1 - $35,000; Household of 4 - $50,000)
  • Must own and occupy a house in Washington County
  • Taxes must be current
  • Must have homeowner’s insurance.

The loan may be used to correct housing problems, improve energy conservation and reduce lead-based paint hazards. The loan may not be used to finance existing debt.

An inspection of the property will be performed to determine the repairs, improvements and/or lead hazard reduction work to be performed. The homeowner must secure a minimum of two bids using the general work specifications provided by the Redevelopment Authority of Washington County. The authority will pay the price of the low bids.

Adaptive Sports World Series in Canonsburg

Canonsburg will host the Adaptive Sports, Inc. World Series Saturday, August 28 at Falconi Fields. The World Series, which culminates a month of games between several teams of children with special needs, will begin at 7 p.m. The public is invited, and admission is free.

Council meeting June 14: Change in garbage collection approved

At its June 14 meeting, Canonsburg Council approved moving all garbage collection to streets and roads effective Friday, August 6. The move is being made both to reduce truck damage to borough alleys and – once vehicles can safely park in the alleys – to open up the streets for easier access by emergency vehicles.

Council also approved advertising an ordinance mandating vacant structure registration, as well as advertising rezoning of an area of East College Street from R-3 to C-3. Council also approved a seven-lot subdivision on Woodland and Crosby Drive.

Because of the July 4 holiday, the monthly meetings will be held July 12 (agenda) and July 19 (voting).

 

Council meeting: June 7: Street-only garbage pick-up considered

Beginning this August, Canonsburg residents will be takin’ it to the streets – at least their garbage cans. Canonsburg Council Monday discussed enacting a new policy where garbage collection will be restricted to main arteries in the borough, with the intent of keeping garbage trucks out of the alleys. Council would then begin repairing those alleys and encouraging residents to park there. Council President Joe Milioto pointed out that a few years ago, council eliminated permit fees for any residents constructing carports or a concrete slab for their vehicles.

The proposal, which was presented by Borough Manager Terry Hazlett, has the support of the Public Works Department and Waste Management, which said other communities have made the change successfully.

A long-term benefit of the new policy would be that, should residents begin parking in their alleys, emergency vehicles would be able to easily traverse some of the borough’s famously narrow streets, particularly in the East End.

Council is also expected to approve advertising an ordinance that would require residents to register structures that have been vacant for more than 120 days. There would be a $500 fee for the registration, and owners would also have to have the dwelling inspected before it was occupied. A similar policy has been enacted in Carnegie and the City of Washington.

Also on the agenda for next week is the rezoning of 249 East College Street to commercial to accommodate possible construction of a restaurant. Councilman Rich Russo said council needed to be certain that construction was actually going to take place. He said the borough previously rezoned an area of Route 980 but that nothing was ever built. The end result, he said, was that council made the property more valuable for the owner but got nothing in return.

Councilman George Coleman had his own warning for council when engineer Dick Zollinger reported that the Canonsburg-Houston Joint Authority had approved a third-party evaluation of the operation, maintenance and management of the plant. “That’s a red flag for the borough,” Coleman said. “We should ask them why they are wasting money again,” he said, referring to an audit conducted by CHJA in 2009.

Council also heard from Parking Committee Chair Joe Graff that planning for two-hour free parking was continuing. He said businesses would be solicited to sponsor individual parking meters for “$1 a day, $30 a month, for a minimum of six months.” Only the sponsored meters would be available for the two-hour free parking, which would be monitored through tire chalking.

Also:

  • Borough Engineer Harvey Treschow reported that the borough had passed the DEP inspection of the Chartiers Creek Flood Control Project.
  • The Washington County Development Authority will be opening bids to repave the following streets with storm and sanitary sewer and other improvements – West Colleges Street from North Jefferson to Belmont; Taylor Drive from West College to Hawthorne and Church Way
  • Woodhouse and Sons Inc submitted the low bid of $17,000 for demolition of 114 White Way, 26 Arch Street and 348 Euclid Avenue
  • Engineering proposals for Crawford Street storm sewer improvements will be sought in early July
  • Town Park’s new skateboard park will open the third week of June. Equipment is expected to be installed this weekend.

Canonsburg Public Works is once again be cleaning borough streets on a daily basis. All vehicles must be removed from parking area and curbside at designated times.

The schedule, announced by Street Commissioner Chester Osiecki:

North Side – Monday from 7 to 11 a.m. Includes all paved streets from Pike Street north, between Euclid Avenue and North Jefferson Avenue
